Ebay is saying I am late on shipping an item that was just paid for today, anyone else have that problem?

Where is my quarterly coupon?

I can no longer accept or decline offers on my listings, did ebay change something? I have been sent offers & when I click respond I get the screen that says how long I have left to respond but there is no link to respond.
