Sending Offers Issues

The last couple of timesi have tried to send out an offer it comes back as offer not sent and stays in the list of watchers to send offers to. Just wondering if anyone else having this issue

for some reason a package that should have been $20.00 to ship and will cost $20.00 to ship only charged buyer $14.00. I have not had this issue before any input from anyone ?

I am working on an estate for a lady and she has this chair that she says is very old and possibly valuable or collectible. I just need a style or possibly time period i dont want to sell at yard sell and it be something valuable.
