Why is eBay penalizing the seller for late delivery if the item was scanned by the guarantee shipping date? How can I control when the mail is delivered after dropping it off at the post office?

I want to issue a buyer an eBay return shipping label but I am not receiving that option after reviewing the return details. I am only receiving the option to upload the label from an alternative shipping carrier. Anyone knows a work around?
