How safe is it to sell real gold jewelry on eBay? Can I reserve the right to sell only to buyers with more than 20 positives and not to anyone with a non payment? Am I protected from scammers?

Just made a 99 cent auction sale. Of course I wanted it to go higher but it didn't so I'm actually losing money. I went to send the invoice and a 62 cent tax has been added. I'm shipping in a flat rate small box for $7.90 and charged the customer $7....
