I want to buy an item but the only shipping method is "RU Tracked Packet from China". May I know whether it is registered mail or normal air mail? Thank you.

I do not have any unpaid invoices from sellers and I receive this message "You’ve reached a temporary buying restriction." whenever I try to bid. I have checked the answers to this question in this forum but it seems that there is no way to solve it....
