I get this error message when I try to make a one time payment for my seller fees: "We ran into a problem. Please try again later."

I have an issue with the return process, maybe someone has a solution. A return was automatically accepted on my account. The buyer only shipped some of the items back. Why does ebay give you 3 days to inspect the return, then issue a full refund? I ...
