Why ebay allow expired Milk powder selling, and need me return the expired milk powder, it harmful for other peoples. How can i do?

I have cancel the old order due to the information error. But when I buy it again, eBay said the maximum purchase quantity is 2 in 10days. So I can't buy it. Could you help to solve it? Thanks
