So this policy is even more egregious than initially thought. After a
lengthy conversation with PayPal, they claim that this now happens
because eBay and the change to their sales tax collection system no
longer allows refunds outside of a cash balan...
I agree that this patchwork needs to be fixed. I sell cheap and
expensive items and whatever this policy is, it is a mess. Ebay actually
suggested to me on one call complaint that I tell the buyer to open a
