I had a large purchase in my cart and the coupon expired when I checked out. Should I call eBay or just buy elsewhere?

I'm wondering how I can leave a negative review for a seller who cancelled a paid order after a month of not sending the item. They falsely labeled it a "buyer cancel" and for some reason there is no link to leave feedback anymore. Thanks!
