How do I send a partial refund through managed payments. This is not an
open return. I am trying to offer a partial refund without a claim
having been filed.
I had a buyer claim non-receipt, so ebay forced me to refund the item on
May 19th. On May 20th the item was delivered and the buyer now refuses
to respond to over 10 requests for them to resend the payment. I need
ebay to step in and help me.
