I tried to create a sandbox but got "Registration already confirmed". Signing in using the "confirmed" account failed because this account does not exist. Any idea is highly appreciated!

fixed by using a new email to sign up sandbox. Thanks.

Hi @jetjone
You can reset your Sandbox password on Reset Sandbox User Password page. If you still see the issue, you can also Create a new test Sandbox user.
