Typically the 15-H would be a size indication, indicating the doll is 15 inches tall. But since you say she's 21 inches I'm perplexed. But in the absence of an actual maker's mark the doll is likely what collectors call a Grocery Store doll. The term came about when Deluxe Reading started selling its dolls in grocery stores. The Deluxe Reading dolls have a maker's mark, but after they were successful selling dolls in groceries a number of other companies began marketing dolls there. The vast majority of these dolls were unmarked.

Oh I hope that is the case, it is an interesting story to think this came from a grocery store. She does measure 21 inches from the tips of her toes to her head. I think her shoes are original but my mother made the dress and hat since she had no clothes when she found her. I remember her being in the doll case for decades, pretty much towering over all the other dolls. Thanks very much for your info, I really appreciate it. One other question: where is the best place to buy clothes for a doll of this time-period? I would love to dress her for the season and I am unskilled in sewing

What a wonderful story! I love that your mother made the outfit. Finding clothes may be a challenge. I searched 'clothes for 21 inch vintage doll' and came up with a mishmosh of clothes for antique dolls, clothes for different sized dolls, and a very, very few that might be suitable for this doll. You might actually have better luck on Etsy.

Great suggestion! I wanted to dress her in a flowing cape and boots, with a great fall hat. I really now regret not learning to sew, especially since my mother left me some gorgeous fabrics that I just stare at imagining the beautiful pieces that could be made. Yes, my mother actually made the gingham set out of a sundress she had made that I outgrew. She even made a matching gingham purse that I am still searching for.

Speaking of sewing. too bad they don't teach 'home economics' anymore.
I took sewing and it sure has come in handy working with barbie clothes.
the best was typing. the typewriter keys were blank. the teacher had a big screen up by the blackboard of a keyboard with all the letters. after a few weeks, she rolled it up. nowadays, I can type like the wind...
