Vintage Watch Band C Hook

I have serveral C Hook watch bands to list; this one appears to be "closed."   I don't have tools to "open" it.  

Would this be a normal fix for a jeweler?  Thanks for any input.

Hi there,

You see these pieces!? Those needed to lifted up, in order for C-Clamp to become free and open. Don't attempt it because you need to do it as few times as possible to save the watch band. Just post 'As Is' and explain how it works. If you need more instructions, let me know
