Getting "Inactive application or developer" error on AddItem in Sandbox

Hi,

I started getting "Inactive application or developer" error on AddItem in Sandbox. Regenerated the keys, but it did not help. VerifyAddItem call with the same data and account works just fine.

The productive keys are also working fine. What is wrong?
