What is this "Buzzer" toy?

This thingy was part of an auction lot that contained mostly mid-20th century games, toys and circus cutouts.   The item inside the wrapper is about two inches long, has a short amount of thin string wrapped around it and has a metal attachment.  Plane on one side, bee on the other.  Any identification would be appreciated so I know what to call it when I list it.  Hopefully, it's much sought after and not hazardous.

It looks like the rubber band has mostly disintegrated and there are some pieces stuck to it. It's a buzzer toy that you spin around in a circle over your head and adjusting the rubber band would produce different buzzing sounds.

You probably won't be able to ID it any more than you have.  It likely has no 'brand' name.  In today's marketplace it would be sold at the dollar store in a bag with 6 same party favors.  May even have been the booby prize at a carnival.
