Looks like Winnie the Pooh in dressed and posed as a maneki-neko. Weird. Sorry I cannot help woth the translation.

Think Maxine is correct. Winnie the pooh as "lucky cat"

OMG that is too funny!!!

That reminds me while driving on the major interstates and one of those semi trucks passes with little pink bums and wiggly tails hanging out...I always mutter " Run little piggies run!"
