Any idea if this is a toy or some type of memorabilia?

Greetings,

I was at a flea market over the weekend, and stumbled across these neat little boats.  There are no marking on these as who made them, or if used for a purpose.  They are a type of plastic, hallow, and about 5.5" long.  I've been searching for the past couple of days without success.

Are they small ?
Many games like Axis & Allies have game pieces like this
not saying it is that exact game but is it possible that they are game pieces
Hard to say without knowing the size, Not Risk as those look nothing like that game piece

Do they float? They look almost like WWII-era bathtub toys.

The only other oddity I notice is that the "funnels," one or more on each boat, look more like large mounting pins for something more to go on top, and each funnel is surrounded by a small area of flat, smooth base. What that would be for, though, I have no idea.
