I was trying to create Order Fulfillment Instructions in two different ways - both are failing.
First, I tried to use the API Endpoint "fulfillment_policy" to request the creation of a shipping option. This is the response:

Second, I am trying to do it directly in the Sandbox: After logging in, I am getting that very rudimentary screen with the title "Welcome to Developer Sandbox". At the top right there is a dropdown menu "My eBay", under which there is the option "Selling". If I click on this, I am redirected to the "normal" (productive) eBay. This is the case with many links on this screen: I am redirected to the productive eBay site. At the top left it looks like there is another dropdown menu saying "Hi Andreas!". If I point to it with the mouse, I get the message "Please wait" and a kind of hourglass starts to rotate. I don't get a real dropdown menu.
Therefore it seems I cannot create the necessary Fulfillment Policies in Sandbox. Is there a general issue?
