API Scope addition

I need to request an additional scope for my app to receive the ITEM_AVAILABILITY and

ITEM_PRICE_REVISION notifications for my product and sandbox app's keysets.

https://api.ebay.com/oauth/api_scope/buy.item.stream

I cannot create a support ticket it says my name is inactive when i try.

Can somebody help?
