I posted this on the other stamp board as well.
The stamps(?) perfs at 14 1/2 by 14, more importantly is has watermark Scott number 35 (same as S Gibbons number 111). My Buxton Encyclopedia of watermarks says this watermark was used on stamps of Great Britain, Bechuanaland Protectorate and Great Britain Offices.

I believe that this is a test stamp used to test postal equipment and such. Because of the design, it's refered to as a "poached egg" stamp. If you google "poached egg test stamp" you'll get the whole story.

It might have a connection with green eggs and ham.
