Maybe they changed their mind after noticing that it was stamped with F.A.E.C. Sep 27 1898 and no longer wanted it.

Could be after they looked at it eBay flooded them with like items and they found one without the markings on it so they want to cancel the order and buy a different one.

Closest I find without digging into references is Federal Audit Executive Council, but much more likely to be a private company.
