I'm asking for a friend, who ran across this item. Since I don't have a catalog anymore I can't look it up.
It says "U S P O" but it's not a Post Office issue (that I am aware of). The pen notation suggests it was fairly common, since it indicates twelve plates were used printing this stamp.

That is a carrier stamp, the number is not a plate number it is the catalog

Yep, one more example of that exasperating 19th Century habit of refolding received letters before filing them away. More often than not a new fold goes right through the stamp. Below is another example, a very nice Scott 9 position 100L1L marred by a fold just below the middle.
