German Stamp

Hi

I need help with this stamp, I know it a german stamp, but I don't know what type of stamp it is?  The frame appears to be like the germania postage issue.

Hope someone can tell me is this is a revenue staamp, or airmail, or postage due or some other type.

Look under Local Stamps in Scott, it's an OL number IIRC.
