What is CLERR002 when doing listing?

When uploading the photos for new listings, CLERR002 error occurs. What is the issue?

You know being from Sri Lanka, you can't accept Pay Pal payments.

What is the issue?

A quick google search has intermittent reports of the photo uploading issue with that error code going back to 2014.   Though I did not read everything, it appears that it may be a browser issue.  Which one are you using? 

One thread said it worked fine on Chrome, but not Firefox.  Firefox could be made to function when disabling a "privacy" add on.   Clearing cache and cookies did not help.  Keep in mind, that what I was reading was YEARS old and may not apply.  Place to start though.

I'm having the same issue in 2021. The online helpdesk doesn't have any idea.
