eBay is unlikely to rewrite the app to be compatible with an older OS, if that is the issue. Likely this has to do with both the cost as well as security issues.
Your options if you want to use eBay seem to be:
update your OS to iOS 11 or Android 5.11 or later
use a browser
use a third party app
use another device
