Today for those who might have never encountered the foreign design on R116 (blue 2nd issue) and R142 (orenage third issue) here are some of mine. These are some what harder to find, but do show up once in a while from sellers who do not recoginze them as such.
The foreign design is the 70 Cent value (R117 & R143) as listed in Scott.
