ID help please with Continental? Silver? Salver. Thank you!

Usually I can tell whether something is plated or not, but in this case the marks are throwing me.  They are on the top, near the edge.  3 lovely paw feet support the tray which has an ornate, reticulated, border and diamond cut decoration in the field.

 

When I first got this, I thought that it was the original fused silver on copper Sheffield - then when I got it home and looked closer I found the marks, and that the wear on the feet don't show any copper showing through.  Add in that the tray part has some flexibility, and I'm wondering if it is Continental silver.

 

I would appreciate any information on this.

The markings look Austrian or German. Very nice!

Could be, I suppose.  But I can't find them in any of my books or the online sites that I normally use.  Anybody know more?
