I am wary, someone in Finland ordered an item, said to send invoice and they'd pay through PayPal. Having to calculate shipping, and Finland doesn't show. I don't understand why it isn't being handled typically and through Ebay Global Shipping?? I don't know if I am missing something or if international buyers can do shipping in other ways if they choose. The international orders I have had have been seamless, barely noticed they were out of country. Thanks for any help!

I'm in Canada.
Two of your three most recently sold items don't have eBay International Shipping as an option for them. The camo pants do, but the Swiss Army overcoat and the camo cap don't.
eBay International Shipping doesn't and won't handle everything thrown at it, but as this program is still fairly new and a work in progress, it's sometimes hard to figure out why the AI or bot "inspecting" the listing will remove it as an option offered by a seller opted into the program. In your case, it likely has something to do with the items having a militaria theme, but why the camo pants squeaked past the exclusion process and the other two didn't is a mystery, Charlie Brown.
I can't really give you much advice, but I don't think it's anything that your buyer did that led to this situation. It's a bit mystifying as to why they were able to purchase the item, though. Have you asked if they have a US address to which the item can be shipped?

Oh, thank you so much for this clarifying information! I hadn't even realized some weren't being covered with Global also. Good suggestion to ask for US address possibility. I guess there is no way at this stage to go in and add the Global. Whole new appreciation for it, SO easy and convenient!

Just for your information -- eBay Global Shipping was replaced in 2023 by eBay International Shipping, which is an entirely different shipping service, and much safer for eBay sellers to use.
Check it out:

@1786davycrockett, @erh434 is using eBay International Shipping to forward their items out of the country.
I’m finding quite a few users—both sellers and buyers—refer to eIS as something different, likely out of habit or just from reading old threads before posting.
The GSP is still a thing in the UK, though, as far as I know.

eIS does make things a lot easier for sellers shipping internationally, @erh434, but it can make it very expensive for your buyers. I'm looking at your listing for the backpack with the ice axe holder, and it has a shipping rate to my part of Canada of US$138.42. US$32.62 of that would be your (least expensive) shipping charge to get it to the eIS forwarding hub in Illinois.
eIS's shipping charges are generally less than USPS counter rates, but the addition of the domestic shipping charge can sometimes be a deal breaker for buyers.
Interestingly enough, this listing only shows shipping to the United States and Canada. Finland and everywhere else don't show up as ships-to locations. Did you set up the listing this way or is this possibly a change made by eIS?

Thank you, everyone! Each of your answers gave me different aspects to consider. I then chatted with an actual person at Ebay customer service chat, asking her to also take a look at some listings. Turns out that Category (some military items were in Collectibles) can make a difference and some military items, though very much allowed, may have somehow been tripped/flagged; that part I didn't really know what to do about other than go back in and edit Categories to non-collectibles ones. Also, for the backpack mentioned, she said weight may be a factor in international shipping. So, I got decent leads; I still feel like I am a little muddled in if my shipping policies are efficient or too minimalist in trying to keep listing items simple.
