If I cancel with 'problem with buyer address' , where does he have to change it?

Do not change the shipping address.  You will lose all seller protection if you change the shipping address.

I do think the address in PayPal and ebay should match. (?)

Canceling the order and asking your buyer to update all their info is the best idea. They can come back and re-purchase the item once they have their info fixed. 

There's a scam going around where a stranger sends a request for a change in shipping.  They aren't the actual buyer and are just trying to scam the item to be delivered to a wrong address.

Don't change anything on the shipping addresses provided through PayPal or ebay.

The buyer has to change the shipping address on the Checkout page, before they pay for the item.

If it's a new address for the buyer, then it is automatically saved as a new shipping address in eBay. They don't have to add it before-hand.

When the buyer pays, the shipping address on the Checkout page is passed to PayPal, and it becomes the shipping address for the PayPal transaction as well. The buyer does not need to add the address to PayPal. It is done automatically.

eBay, I have 3 address . I just make sure I  change it were I want it to go before I pay.  Never had an issue.

Cancel as problem with buyers address.

When they buy again, they can change the ship to address as they pay.
