I listed an item on eBay and the shipping amount was crossed through and a lower amount was shown with the words save when you buy a label on eBay. I did not agree to this I can't find anywhere where eBay let me know they were doing this.

not sure what it is you are questioning...
you mean when you make a new listing it is offering you 'discounted shipping'?
If you have not seen this in the past (you have obviously been listing for awhile)
check here and see if this 'discount' setting changed for some reason:

I think this is just eBay telling you that if you buy your labels through eBay, the postage is discounted. There are 3rd party shipping labels you can buy (PirateShip, I think is one) and they claim they are cheaper. (My niece used PirateShip to send me some stuff, not w/ eBay, and I thought they were more expensive than a UPS acct I have for my personal use). I have always used eBay for my labels, but I've never noticed a cost crossed out. I could be wrong in my explanation, but

"Save when you buy a label on eBay" means that when you, an eBay seller, buy your US Postal Service (USPS) postage and mailing label on eBay, it will cost you less than if you were to take that package to your local post office and buy postage at the counter.
I don't know if this price reduction also applies to paying for the shipping costs of FedEx and/or UPS on eBay, because my selling ID has only used USPS.

Don't confuse what you see on the Label page with what is seen in your Listing. Your listings don't show that information; it's shown to seller (at the Label page) as the 'Commercial' prices you'll pay if you buy labels on eBay. Your buyer doesn't see it. It's all good.

I use Pirate Ship for all my shipping labels. They have the same discounts as eBay, sometimes better at least for USPS labels. I don't ship much with UPS but I also purchase those through Pirate Ship. Those labels are, in most cases, cheaper than eBay and Pirate Ship has shipper protection against unilateral UPS surcharges.
I also use a cash back CC to pay for those shipping label purchases so I am reducing my selling expenses even further.

Ebay shouldn't show that notice to buyers because buyers do not buy shipping labels.

If for some reason you have discounted your shipping cost shown to the buyer, that might show as a discounted rate:

Though in looking at your listings, I don't see this being the case. But you can visit that link and check.
