This is all I see as regards the "shipping policy" for the Seller. I did not find any reference to the buyer's responsibility as regards shipping?

As I read through this updated thread, I was looking for this exact point.
Anything I ship that could be damaged by water gets put in a baggy or is wrapped in plastic, especially any type of electronic.
Seller should pay the price if the buyer files INAD for any type of damage due to insufficient packaging.

Yeah, I would never blame the seller for something like that. I would be going straight to the carrier, as I did in my case.
The blame either lies on the carrier (for not putting the package in the provided safe/dry place) or the buyer (for not having a safe/dry place for packages to be left).

Sure, but it's probably just the same as Ebay's reply in a recent thread that smell is not a reason for a SNAD. Oh, but if they open a SNAD, you will be required to refund. All they mean is that smell SHOULD not be a reason & the buyer SHOULDN'T choose it. I think this falls in the same realm. Sure it's the buyer's responsibility to provide a safe place for delivery, but if they open a SNAD, guess what? Like @downunder-61 just said, you're paying.

One would surmise if as a seller, if you are going straight to the carrier, the seller is responsible........

True. I brought up the same point one time and same result, no verbiage putting responsibility on the buyer for safe delivery location.
I "think" eBay may have had something to that effect a long time ago but since has been removed.

I never thought that came from Ebay. I always thought it was a quote from USPS. I would suggest searching their site instead.
I definitely agree that when I ship something I take measures to be sure that getting caught in the rain isn't going to smear the label or get the contents wet. If the thing will fit in a Zip lock bag I will use one and if its bigger then a couple layers of bubble wrap taped on the ends should keep it dry.

As a seller I try to protect shipments against the weather by enclosing most items (except for glassware and china) in sealed plastic bags. It is well worth the small added expense.

No. The package was delivered. It is not the responsibility of the seller if the package gets stolen by porch pirates, ripped open by raccoons, rained on, used as a football by the neighbor's child, etc. after it has been scanned 'Delivered' at the correct address.

I think who is responsible will be based on how the buyer decides to resolve the issue.
They could claim item is damaged and expect a full refund.
They could take it up with USPS.
They could accept it as their responsibility since they knew item was arriving and should have had a responsible person available to receive package.
