You are posting on a member to member forum, not ebay customer service so we can't see the transaction that you are referring to.   In your purchase history you should see the estimated delivery date for that item.  If it past that time you can contact the seller through your purchase history or you can go to the bottom of the page to the resolution center and open an 'item not received' claim.

You wait one day past the last given delivery date.  If it's not arrived by then, you file an item not received case in the resolution center. Link at lower right of this page.

When you started the eBay MBG did you follow all the timelines? Those are pretty iron-clad. Don’t let any of them time out.

This buyer doesn't even know eBay is just a venue and thinks they bought it from eBay like they bought it from Wal-mart.  I would assume they're not aware of anything related to the MBG and spell it out in great detail.
