i got the tracking #, it said it was delivered, it wasn't I called ups and gave them the tracking # and my address, they said that was the wrong address, it was to a commercial business. What is that about?

How would anyone here know what "it" is about? Deal with the seller and UPS. Wasting your time here looking for a resolution from UPS. Have a good day.

I would agree that you will probably have better luck going through UPS to find out where the item was delivered.  If the tracking shows delivered I do not recommend filing an INR dispute as the bots would close it in the seller's favor.  You may have to file an internet fraud complaint and a police report. 

Alas!  You may have fallen victim to a scam.  You might want to contact your credit card company as well.

Assuming that you provided your address during checkout, either UPS misdelivered or the seller sent it to the wrong address. I would get a note or screenshot from UPS stating that the item was not delivered to your address and then file an item not received case with eBay. Be sure to upload the evidence into eBay when opening the case. Sometimes eBay's system automatically sides with the seller if the tracking shows it is delivered, so you may have to contact eBay to get a refund.

FYI - Sending an item to a nearby business in a buyer's zip code is a common scam happening on eBay. I'm not saying that is what occurred, but it might be.
