Many sellers from China do not speak English ... and, also, though they claim to be shipping from a USA location, the product is actually shipping from China.
Thus, when purchasing from China sellers, there is no need to try to communicate. The best course of action is to file an Item Not Received claim on the day after its expected delivery date.

You have done the first thing you are supposed to do by messaging the seller. I always send a message with 2nd request three days after I sent my first one asking for tracking.
When the estimated delivery date for your item has passed, and you still haven't received your item, let the seller know. You have 30 days from the estimated delivery date to inform the seller that you didn't receive your item.
If I don't receive a message from the seller, I open an item not received case.
Here is eBay link to filing a case:
After you open a case the seller is required to message you with a status. You will most likely go back and forth. After so many days eBay will allow you to ask them to step in. Once they step in, they will most likely side with you and give you a refund.
Whatever, you do during the case, don't close the case until you receive the item.

If there is no estimated delivery time and seller and buyer are in different countries, a claim can be filed after 30 days from purchase.

How do you know that the item was not sent? Do you mean that it hasn't arrived yet? What is the final day in the estimated delivery period?
While you can file an INR dispute the day following, owing to the pandemic delivery times have been somewhat longer than usual. I believe, eBay has been allowing for this. However, you may wish to allow a bit of extra time.
Alas! Although I personally believe that it is good to have buyer/seller communications, eBay doesn't require sellers to respond to messages. In fact, they have actually discouraged such communications in the past.

Owing to your location, could it be that your country is one that isn't allowing items in or out owing to the pandemic?
