Hello. Tell me, if I understand correctly, EBAY administration absolutely do not care whether the delivered-mail service goods to the buyer? 200 $ for me a significant loss, but most of all I was surprised by such a simple and unequivocal resolution, - A refund will be issued for this case! I'm asking myself - what is this protection of the buyer in the understanding of EBAY, if they are not able to solve the problem with the USPS postal service, deceiving its customers, indicating its status as "delivered", having nothing to do with reality ?! Thank you.

Are you saying that you ordered an item from the USA shipped to Russia, the USPS has the tracking showing as "Delivered" and you did not receive the item??
If that is the case, there will be no refund from eBay/PP as long as the tracking shows "Delivered." I do not know how the Russian postal system works, however, I would contact them. Delivered means "Delivered," and no INR (Item Not Received) will be honored.

Why is it ebay's responsibility to resolve problems with the USPS? Ebay does not sell or ship anything. As soon as the package is delivered, the seller's responsibility ends and it is your responsibility to contact the carrier and track down the package. Ebay is just the venue, they cannot and should not be financially responsible for everyone's loss. Shipping insurance and homeowners insurance take care of that/
