Not necessarily. eBay has taken action to extend the seller's response period by 10 days to an INR Case. Sellers who wish to avoid problems can 'do for them self' by informing their buyers about the system wide delays. Here is eBay's advice to sellers.

Yes, I am currently pulling my hair out because the majority of my packages are currently either arriving late or seemingly lost. Luckily, the one that was most lost has now been scanned but is about a week and a half late (so far). Good luck to use all.

USPS is a wreck nation wide, They're at least a couple of weeks behind and yeah sellers will get ripped apart. All my packages have been stuck for over a week in different places. Holiday shopping is still at it's peak lol, good luck ebay.

Our PO has added work hours, extra bodies and things are still showing up days past the due date. Expected delivery date means nothing these days.

Been doing business with USPS for 25 years. And delays happen this time of year every year. But, this year they are losing more packages. Also they are not scanning packages as often this year

Valuable packages that have been refunded while in transit can be returned to the seller for $15 fee via the Package Intercept feature at USPS.
