Had a Listed a card for 1.99 and selected 2oz 6”x8”x1” for standard eBay envelope cost .87( said tracking and QR code provided) so the item sold and when i went to purchase label for .88 cents, it said no tracking or QR code provided why is that?

The eBay Standard Envelope (ESE) is considered to be "business metered mail" by USPS, and does not come with tracking or a QR code.

Just drop the ESE in the "Metered Mail" slot in your post office lobby, and (in a few days) it will receive its first "Accepted" scan.  It may receive additional scans along the way, until it is finally delivered at the post office indicated by the ZIP Code on the buyer's address, at which point it should receive its final "Delivered" scan.  A day or so later (or longer) , the ESE will be delivered to your buyer.
