i am new on ebay i get my first order when i want to purchase a label 

i can not 

the system says your can shipping Address will be united state to purchase a label

when i go to my phone to try to deliver my first order.

on mobile says your app location is not match to your web i think 

please help me to improve my work?

Since you're in the UAE you won't be able to purchase a shipping label through the eBay.com site. Only domestic (US) shipping labels can be purchased on .com. You will have to purchase shipping from your local carrier then add tracking to the eBay order.
