You offer Free Shipping by ticking the option in the listing form. To make a low s&h cost, simply list that price. Good luck.

Edit to add: This won't guarantee you'll win over buyers. You'll need to offer competitive prices on item buyers need.

Over all price is what can make a difference in a sale. So shipping cost are important

When a seller lists an item with free shipping, he has, hopefully, rolled the shipping cost into the price of the item.  Example:  Listed an item for $40 with $10 shipping, total price to buyer, $50.  Or listed an item for $50 with free shipping, total price to buyer,$50.  

And one would hope that, unless a buyer requests more rapid shipping, the seller has already reduced delivery charges as much as possible by offering the lowest priced shipping service.
