So a seller listed item with USPS PRIORITY MAIL shipping, I won auction, he then shipped it with low cost UPS GROUND, and kept the difference.

TI requested refund for the extra shipping cost, but they will not refund the difference back. Is this considered acceptable behavior by EBAY?

Sellers are allowed to upgrade, but not downgrade a shipping service. They also should not change carriers without asking the buyer first. Leave calm factual appropriate feedback for the seller. If it arrived on time, I probably wouldn't be too harsh, but if it was late as well that's different.

There are instances where UPS Ground is the better choice. There is not much difference between the two in delivery times. Lot less chance of a package getting stuck somewhere or misrouted with UPS.

Everything I sell that is expensive, say $100 and up, goes UPS Ground. I don't trust USPS with the expensive stuff.

How do you know there was a difference in the shipping cost?

@mobus1 It is not acceptable behavior but you cant force the seller to refund the difference.

If the item arrives on time in good condition, I would leave a Neutral FB.

"arrived on time but seller charged Priority shipping and shipped via Ground. Seller refused to refund difference in price"

Then I would report the seller.

I have found UPS to actually pay insurance claims unlike USPS.

Sellers who ship enough by UPS to have daily pickup may save a day over having to go to the PO.

If you are in a nearby zone UPS can be faster than Priority Mail. UPS Ground need not be cheaper than Priority Mail, it may be the same or more expensive.

If the shipment arrives on time, thank the seller for caring about your order.

I do not specify a specific service on my auctions. I specify Economy Shipping and a Delivery Time. To nearby to me destinations the USPS routing on priority mail will be a day longer than Ground Advantage (formerly FC Parcel), sometimes even media mail.
