I sold some items to a buyer in Korea. Somehow the shipping on the site says the mailing will cost $4.50. In actuality it costs $14.50. The buyer wants to pay the difference. Is there a way I can invoice her for the $10 difference or a way she can pay me?

We aren’t allowed to ask buyers for any more money after the listing ends.
There isn’t an eBay legal way to receive more money.
Just chalk it up to experience, take the loss and ship the item.

The problem is something in ebay's system. I put the weight in at 3 oz & it is only 2 oz. So it isn't right that I would have to lose more then the item cost.

You are choosing First Class International Letter (Envelope) when you set up the listing.
When you should be choosing First Class International Package.
You cannot print a label via eBay for International Letter.

This is for the hankies? Your listing shows that you are sending them by first class international letter so the price reflects that.
$4.55 USPS First Class Mail International Letter
If you want to print the label on ebay you would have to specify that you are sending them with first class parcel. Also, make sure that in the package and dimensions section you specify that the package 'type' will be Package (thick envelope) If you specify letter or large envelope the buyer will be charged for a first class flat envelope.

The correct answer was provided in the above 2 posts @happybird9999, but here's a visual reference for you. Also: merchandise cannot be shipped with USPS International Letter service. You'll need to update the package type on your listings to avoid a repeat incident.

You can always send the buyer a PayPal invoice to pay for the actual postage charge. However since it appears to be your error, then I would just pay the postage out of your pocket to keep the buyer happy. Miscalculation of the shipping cost or selecting the wrong shipping method will happen to everyone during their history of mailing & shipping. Just treat it as a learning experience.
Hang in there & remember that a happy buyer will keep Uncle Ebay happy.
