I shipped item 1 day after they paid. I got email that she hasn't received it and wants her money back. My question is am I responsible for follow up or is she since the tracking states " Notice Left (Receptacle Full/Item Oversized)"

If she wants her money back, the item needs to be returned to you. If notice was left, she needs to sign it and the PO will be delivered the next day after she signs it. I am not sure of the exact wording from the PO stating the cause for the RTS - but I think she will loose her buyer protection. Hopefully, someone who is more up to date on situations like this will correct me and guide you better.

Contact the buyer and inform them that their package is waiting for them at the post office or they can request re delivery. If their receptacle is blocked they will have to collect their package at the P.O.. Done.

Some people get really worried when something like this happens so if you just inform her that the package is at the P.O. it should help. You would not even consider refunding anything until you get the confirmation that the item is delivered.
