i want to report a seller in China

i never received my purchases two of them to be exact

i been asking the guy the seller my refund and all he can tells me everytime that he is working on it

this been over three months now and i havent gor the money back

When was the last estimated delivery date?  You have up to 30 days past that date to file an Item Not Received case in ebay's Resolution Center.  Link is at the bottom of most ebay screens.  If it is past that date, file with Paypal, as they allow up to 180 days from date of transaction.

He has talked you past the ebay 30 day returns, go to paypal and open an Item Not Received case.

Two things:  (a) Items from China are not shipping, shipping rarely, or shipping so slow that they seem lost; and (b) China sellers tend to mislead buyers, making false promises, stringing you along until your protections run out.

My guess is that it has been so long, due the the China seller misleading you, that you can no longer take advantage of eBay protections.  Your two remaining options:

1. File a charge-back with your credit card or debit card for the purchase, noting that you have not received the item (you have typically 2-6 months, depending on the card, to do this).
2. File an Item Not Received claim with PayPal (you have 180 days after purchase to do this).
