I have returned damaged item back to seller using the label provided. Tracking # says returned item not received by seller. Seller refuses to issue refund.

If the seller has not received the returned item they do not have to issue a refund.  Where is the package?

All you have to do is ring eBay and give them the tracking number, they will then close the case out in your favor. Was the label provided to you by the seller? Or was it your own? Either way it doesn't matter just give Eve a a ring get that tracking number over to them and let them see that it was delivered. The case will close in your favor and that will be that

Tracking # shows that the return has NOT been received by the seller.  Thus why the seller is refusing to refund.

The seller doesn't have to refund until tracking shows it was delivered.

OP reported that the Tracking # says returned item not received by seller.  That is why no refund has been issued.

Your package has probably been delayed due to the current backlog at USPS. You'll just have to be patient. Mail is moving slowly.
