Sent back an item USPS (postal service), in order to continue the return, the Web page requires a tracking number...USPS does not give a tracking number...so how do I let the seller know this has been returned.

From what you are writing, I am assuming that you went to the USPS and purchased postage at the counter. If your item you are returning was a letter or a flat (large envelope), then you might not have purchased a shipping service that has tracking. But, if you sent it as a package (First class package, priority mail, parcel select), then the tracking number will be on the paper receipt that they gave you at the post office.
If you lost the paper receipt, I believe you can ask for a reprint of the receipt ... but to do this, you would need the exact date and time of the transaction.

You have to pay additional for tracking when you go to the post office. Without tracking you have no proof when seller receives the item back. Hopefully, seller is honest and issues a refund when he receives the item, otherwise seller can claim he never received the return and you can't prove delivery without tracking.

That is not true. Tracking (formerly known as Delivery Confirmation) is automatically included with all domestic USPS package postage, both online and retail.
