I paid an sd card so i recieved it but when i insert it in to the smart phone and other devices it is not showing and working so i have opened a return case because the seller is not answering me .But after few hours seller told me to close the case so i closed the request but now seller is not listening to me and not giving my refund so now im very confused...

You shouldn't have closed the case until you had your refund. Ebay only gives you one chance.
If you paid with Pay Pal, you can open a case through them, but you'll have to pay the return shipping.

You need to return the item to the address that was sent from.
I would call ebay and ask their advise to get a free shipping label, which they may provide and charge to the seller.. It is aganist ebay rules to sell a product that is broken or not as discribed. It is the reponsiblity of the seller to make sure the item arrives safe to the buyer during the shippijng process.
If you do not have the address of the seller you can get it by requesting the sellers contact information. https://www.ebay.com/sch/ebayadvsearch?_sofindtype=9 You will need the sellers id and the number of the item you purchased.
MAKE SURE YOU HAVE A TRACKING NUMBER. If you used paypal, paypal will help. You can also go to your credit card company and file that you received a broken item.

Since you didn't receive the item that you ordered --
open an Item Not Received dispute:
Then immediately click Escalate to PayPal (or PaisaPay) --
completely ignore the seller, do not close the case --
and just wait exactly 11 days for your refund.
