I have someone who has sent ma a message that 3 out of 10 of an item they bought does not work. I just want to know when they request a return, I accept returns, after they start a return for item defective reason does the ebay form allow for them to input 3?

Was this one single transaction for ten items, or ten separate transactions? If it's separate transactions, they can open three return cases. If it's one single transaction they'll have to return ALL the items since Ebay doesn't support partial returns. IMO this is one time where a partial refund may be in order.

Wow. Is that really true? eBay supports Partial Refunds but not Partial Returns? That really sets a spin on my Lot Sales, then.

I think it is important to have the returns go through ebay so they can see any abuse.
eBay will consider you the abuser when you attempt to partially refund after receiving back the partial order.
Unfortunately, the case will not close until you refund in full. eBay will send the buyer a button to ask eBay to step in if any portion of the refund remains outstanding.

I think not breaking up lots discourages buyers from cherry picking items out of a lot and returning the rest. Or, in your case, ordering ten items and deciding they only want seven. Not saying that is what is happening, but that is why it is set up the way it is.
In your case it would be better to take care of it outside of the resolution center if you don't want all ten back.
