I bought some paint brushes from . They sent the wrong, lesser valued set. when I complained, they said they would refund my money if I closed the issue. I knew I shouldnt have closed the issue because I never received a refund. They said it was automatically refunded by Ebay. On the 10th of december they said 5/7 business days. I still have not received anything.

No, eBay is not a thief. You made the mistake of closing the case so that told eBay that you didn't need any help.
You can't file another case with eBay now.
If you paid using PayPal log into your PayPal account and file a case there.
Do not close the case until it's resolved. Be sure to ask PayPal to step in when you see that option available.
