"Prohibited item" TWICE on sending items to brazil?

Hi all, I sell little plastic toy figurines and recently got a tracking update that says "prohibited item" for someone who ordered from me in Brazil. So far this has happened TWICE, so I'm now fully convinced that this is no coincidence. I might just have to stop shipping to here altogether because I cannot find a reasonable explanation as to why this is happening. Everywhere I look online I don't see why little plastic pokemon type figurines would be "prohibited" in any way. I used ES in both cases. Has anyone else had any problems recently shipping to here? I imagine I can't be the only one. Thanks all!

Brazil has some vague and unusual prohibitions, including one prohibition referred to as just "used consumer goods". They might consider the figurines as "used consumer goods", if they are not new in the package. It sounds ridiculous, but possible that is the cause.
