I had a buyer buy $800 worth of items from me. I shipped on the 19th of April, insured for the full value. Buyer was going to need to sign for the item.

I have tried to contact the buyer a few times, since this looked to me like it was waiting at the post office, since when I buy items that need to be signed for, that's where they end up after a delivery attempt. I messaged him twice, and emailed him with no response. This morning he opens a claim against me about the item.
This is the largest order I have ever filled, and I had never had the buyer buy from me before, and he has only 6 feedback. I was concerned right away but what can you do.
What do I do at this point? I am not even sure if he will see my response in the resolution center, he hasn't acknowledged my messages or email. Iv'e never seen "Awaiting Delivery Scan" before. I want to ask the buyer to be patient but I get the feeling they might get pushy real quick. I bought the label as part of a bulk shipping purchase, so I don't even know if I can find the receipt for this specific item (although I have the order page and tracking info), so I want to make sure I am ready to file a claim. But apparently I have to wait 45 days if it's lost. I just feel like I am going to get screwed on this one. Buyer forces a refund, then the package arrives before I can make a claim, and I am out $800.
I've already had it suggested to me in the seller forum that the buyer probably got the item and is taking advantage of an error by USPS to keep the item and get their money back. I understand people are going to miss scanning things as delivered, but a package with $800 insurance is pretty absurd. How do I protect myself in this situation? If the item is waiting at the post office, I am concerned the buyer will force a refund and then either go pick it up or it will be delivered to them later. If I request a mail intercept, does that void my initial insurance, and can I insure the package on the return to me after the intercept?
Any tips would be most welcome.

I don't think that the buyer got the item & is taking advantage of the situation...after all, the buyer needs to sign for the item which was very smart on your part.
The package may be hung up...there are some states (Michigan for example) that are having some serious delays in package arrivals due to the pandemic.
I am assuming that he opened an item not received case...in there you should be able to upload your tracking number. eBay is giving sellers more time for their packages to arrive due to the whole COVID-19 thing.
I believe that once you upload that tracking # into the case, eBay's system is going to ask the customer to await a bit longer for the item(s) to arrive.
If the package never arrives...you do have that insurance to fall back on...you are already gathering your value evidence so it seems like you are on the right track. I think that either way, your outcome is looking good as far.

If the buyer just messaged you and haven't opened a case, there is no step in date for Ebay.
What was the estimated delivery date for the package?

Contact eBay in Facebook Messenger. They are great. It may take 12 hours or so, but it's worth it.
Give them all the information you have. Make sure you respond to the case in some manner (I couldn't figure out if you communicated with the buyer through the case they opened, or separately).

On what date does the "out for delivery" have next to it? If it has been longer than a few days and the package does turn out to be delivered, USPS was awfully negligent in not scanning delivered.

Why did you start emailing your buyer? Because the tracking didn't update? You really should NOT have done that. You should have waited to see if the buyer contacted you with a problem.
I am confident you were just trying to be a good seller. I get that and I applaud you for that. But you need to exercise a bit of restraint in cases like this.
What you did when you reached out to your buyer is tell them that you have no way of proving they received the item. Now for most buyers, because they are good honest people, this would not present a problem. If they got the item they would tell you that they did and the tracking was wrong.
BUT there are plenty of bad actors out there, so by your emailing them first you gave them a way to steal from you. Maybe the do have the item but they know they don't need to admit that because you can't prove it. So they file a claim in the hopes they can have the protect and steal your money. And they very well may get to do that because you can't prove delivery Ebay would rule for the buyer 100% of the time.
Fortunately you have insurance on this item. If I were in your position I would CALL USPS. You can get their phone number from their website. You can call in to do a trace or do it on their site. But since you have a large $$ value item at risk here and it appears that the carrier didn't do their scans properly, I'd call for a quicker reaction.
And when you call, after you try to get the tracking resolved, start the process for filing an insurance claim. Get it all going. And I would not waste any time with this. I'd be on the phone first thing tomorrow morning, without delay. You have a limited time frame to work with since the buyer has opened a claim.

For one, don't EVER tip a buyer off about tracking situations. Let them come to you.
Contact his post office direct. Ask for supervisor.
KEEP ALL RECEIPTS!
If you cannot get someone at his post office, call USPS. File a claim of missing package. NOW. They will get a fire under there butt.
If you cannot get a hold of his post office, go into yours to contact his. Ask them to do a trace on this or see if there is a internal scan. Any insured item has to be signed for.
You tipped him off, and it appears he is playing you because you did this. Had you not said anything. He would have never shown up.

You need to call his PO tomorrow morning. Deal with a supervisor. If you cannot reach them, you need to call or go to your PO to help you getting in contact with there PO on this.
Your running a risk of the case closing in there favor and a delivery showing up later. I would not delay on these things. Just in case.

I do agree with you that this poor OP did create a bit of the problem in this situation and the OP agreed with you on that...lesson learned.
I too am a bit like the OP...wanting my buyer to have a great experience BUT as they say...no good deed goes unpunished...
